Tersavo tenders as prime contractor and answers to the authority for delivery, directing licensed partner facilities that perform the work. This page sets out exactly what that means, because a bid built on an arrangement nobody explained is a bid waiting to be disqualified.
Scope of representation
Who is accountable, and for what.
On any contract Tersavo tenders for, Tersavo is the single party answerable to the authority. Responsibility for delivery, quality, timelines and site conduct sits with us and is not passed down to a facility.
Tersavo directs and manages the execution of that scope. The partner facilities perform the work under our direction, to the method and programme we agree with the authority.
Outside the scope of a contract, each facility is a separately owned and separately operated company. Tersavo holds no equity in them and does not control them as businesses.
Every registration, consent and authorisation remains held by the facility that obtained it, in that facility's own name. Carrying responsibility for delivery does not transfer a licence, and we do not present it as though it does.
Tersavo holds no pollution control board authorisation of its own and does not represent itself as a registered recycler.
Where a tender requires a credential that the network does not hold, we say so at the enquiry stage rather than at the evaluation stage.

Letter of commitment
From each participating facility, naming the tender, the scope it will perform under our direction and the period it is committed for. Signed by that facility, not by us on its behalf.
Registration copies
Constitution documents, GST registration and — where the facility holds them — pollution control board registrations and consents, each attributed to the holder.
Scope split
A plain table of which entity performs which line item, so an evaluator never has to work out who is actually doing the work.
Single point of responsibility
One named person at Tersavo answerable for the response and for delivery, with the facility contacts listed alongside rather than hidden behind us.
Eligibility
Read your own tender before you rely on us.
Public procurement documents differ on whether, and how, a bidder may rely on another entity’s capacity and credentials. Some permit it through a formal consortium or joint venture. Some permit it through a declared subcontractor. Some require the bidder to hold the qualifying registration in its own name and permit nothing else.
Taking full responsibility for delivery is not the same as holding a licence. Where an eligibility clause requires the bidder itself to be the registered party, being the accountable contractor does not satisfy it, and the honest answer is that this structure does not qualify — which you should know before you submit, not at evaluation.
We will read the eligibility clause with you and say plainly which way it falls. Where the network cannot meet a requirement, we say so and decline rather than paper over it.
